Govt To Enforce Peace Plan After Consultative Jirga

The Afghan government’s peace plan is clear, and it will be implemented after receiving consultations from members of the consultative Loya Jirga, a traditional assembly, President Ghani’s spokesman Haroon Chakhansuri said on Tuesday.

Chakhansuri said delegates of the Jirga will be invited from all over the country who will share their views about talks with the Taliban, adding that no onewill be allowed to misuse the Jirga for political or personal interests.

“Afghanistan’s government believes that consultations should be done in a wider scope,” Chakhansuri said. “Representatives will be invited from all over Afghanistan, from all the provinces and districts and from all layers of the society to Kabul to attend the consultative jirga. They will provide consultations on the peace, peace talks, on the post-peace Afghanistan and on the implementation of the peace agreement.” 

President Ashraf Ghani on February 11 called for the Jirga for hearing views and opinions of people about peace talks with the Taliban. Ghani has said thatthe Jirga will be held around March 19.

The president has appointed his special envoy for peace, Mohammad Umer Daudzai, to organize the Jirga. 

“Specific questions will be provided in this regard and working groups are working on them. The Jirga delegates will be divided into working groups to answer the questions and provide consultations to the Afghan government on how to conduct the peace talks and implement the peace deal,” said Chakhansuri. 

Pointing out to the Jirga, the US Special Representative for Afghanistan Reconciliation Ambassador Zalmay Khalilzad in an interview with TOLOnews on Monday said convening of the Jirga is good news and that it will have a positive impact on the peace process.

Some critics are skeptical about the results of the consultative assembly as they say that government will not accept suggestions of the delegates.  

“The president who is in charge of the country has the authority to implement the consultations, and if he does not want, he is not legally obliged to implement them. Like [former president] Hamid Karzai who disagreed with the [bilateral] security agreement with the US and did not sign it while the Loya Jirga had decided that the agreement should be signed,” said Mohammad Kabir Ranjbar, an analyst. 

Ghani’s call for the Jirga was welcomed by a number of Afghan politicians including Mohammad Haneef Atmar, who is running for president.
