IEC’s Recruitment Policy Questioned

The Independent Election Commission of Afghanistan (IEC) recently released an official notice calling for applications from candidates for eight provincial posts and six vacant posts at departments. But on Wednesday, reports emerged that one candidate has applied for multiple positions within the election management body. 
 
The IEC confirmed that the applicant, Abdul Rahim Nawekhtyar, has applied for three posts at the commission. 
 
In response to the report, some other candidates raised concerns over the transparency of the hiring process and described Nawekhtyar’s move as illegal. 
 
Nawekhtyar currently serves as the IEC’s acting head of the directorate of foreign relations. 
 
Meanwhile, election monitoring groups and critics levelled criticism against the IEC over its policy, saying other applicants have serious questions about the transparency and credibility of the hiring process and the exam. 
 
“From a technical perspective, this is not right, because one person can have expertise in three different fields and work in it,” said Ezatullah Adib, member of Integrity Watch Afghanistan (IWA). 
 
“People want transparency from the commission. The work which they have done today is shocking for future of elections and the election commission,” said Gul Ahmad Azimi, an MP.
 
“There were a lot of problems in the exam process, we found that some people have applied for several posts and have been shortlisted in several positions and also some other people who weren’t eligible are also shortlisted,” said the chairman of FEFA Yousuf Rashid. 
 
The IEC has been struggling for months to appoint a head of its secretariat. 
 
Currently 14 IEC headquarters are being run by caretakers.
