UK Funds $6 Million Project to Improve Local Governance

The British embassy in Afghanistan in collaboration with the Independent Directorate of Local Governance (IDLG) and the Aga Khan Foundation (AKF) has launched a $6.7m project “ACCESS” aimed at improving the delivery of services to Afghan citizens in the country. 
 
The project is expected to be implemented in at least six provinces of the country within the framework of “Citizens' Charter” program. 
 
The project will cover areas such as training, health, power supply, education and water supply. The initiative will help over a million Afghans in six provinces to benefit from the program. 
 
"This programme is a sign of the importance UK gives to building good local government that communities have a say in - providing education, health and power," said British ambassador to Afghanistan Nicholas Kay. 
 
According to the British envoy, the aid is not the first that the UK government has provided to Afghanistan to improve its local government, adding that in the past, UK provided technical and financial aid to decrease poverty and improve governance.
 
“UK has supported, this is nothing new, we have over the years supported Afghanistan’s sub-national governance through financing and technical assistance and with our aim of reducing poverty, this program adds to that long history,” added Kay. 
 
Meanwhile officials from the Aga Khan Foundation have said it is firmly committed to helping Afghanistan develop capacity building programs and local governance to improve the living standards of the people. 
 
“Strengthening local government, governance and building capacity local government is a priority for AKDN. And it requires active participation of local, provincial and national stakeholders, while there are clear gains over the past decade,” said Noor Jahan Mawani, the ambassador of Prince Karim Aga Khan to Afghanistan.
 
In addition, the Ministry of Rural Rehabilitation and Development (MRRD) has said that it also plans to implement more inclusive programs in the structure of “Citizens' Charter” program.
 
“We try to achieve as part of first phase of citizens’ charter that covers 2017 to 2020, we try to deliver or to impact close to nine million people - direct or indirect beneficiaries,” said Munir Ahmad Barmak, MRRD official. 
 
Overview of Citizens’ Charter Program
 
The development objective for the Citizens’ Charter Afghanistan Project is to improve the delivery of core infrastructure and social services to participating communities through strengthened Community Development Councils (CDCs). These services are part of a minimum service standards package that the government is committed to delivering to the citizens of Afghanistan. Citizens’ Charter Afghanistan Project will seek to address key limitations of line agency efforts and respond to financial constraints to national development investments. 
 
The Afghan government plans to invest $650 million USD within the frame of Citizens’ Charter project till 2020.
