Afghan Senators Call for HCNR Approval of Unified Peace Proposal

The Afghan republic’s peace proposal, to be presented at the upcoming Turkey conference, has yet to be finalized and agreed on, according to some politicians and lawmakers, who stressed the need for a unified plan to be shared at the key event that is expected to be held on April 24.

A 15-member committee of the High Council for National Reconciliation last week finalized a peace proposal that was expected to be approved by the leadership committee of the reconciliation council.

But the meeting of the political leaders has not been held so far. The committee reviewed at least 25 peace proposals, including President Ghani’s, and has put forward two options, a presidential and a semi-presidential system among other suggestions to move the peace process forward.

“The reconciliation council has not held a meeting on the proposal. This has created more concerns among the people,” said Mohammad Alam Ezedyar, the deputy speaker of the Afghan senate.

“The topic of religious minorities in Afghanistan should be mentioned in it (the proposal), but it does not include such a topic, unfortunately,” said Anarkali Hunaryar, a senator.

The announcement of the US forces' withdrawal from Afghanistan, the fact that it is unconditional, as well as the Taliban’s refusal to attend any future talks on peace, have affected the preparations for the Turkey conference, according to senators.

“The proposal should be approved by the lawmakers so that it leads to the preservation of the republic and the people,” Senate Speaker Fazl Hadi Muslimyar said.

But the High Council for National Reconciliation said the meeting of the leadership committee will be held soon, during which the republic’s peace proposal and the Turkey summit’s attendants will be finalized.

“There is one proposal, but it has two options for the transitional period. It will be submitted to the leadership committee, who will bring changes in it or they will approve it,” said Fraidoon Khwazoon, a spokesman for the council. 

Meanwhile, other senators accused the United States of being dishonest with the people and the government of Afghanistan and said that some politicians are concerned about the US withdrawal because of “losing their contracts with them.”

“If foreigners have helped Afghanistan, they have also taken part in the embezzlement. They have joined hands with the embezzlers who have gained millions and with those foreigners who have taken millions back to their country,” said Faisal Sami, a senator.

“When I heard the announcement (of forces' withdrawal), I thanked God for it and I am happy that the invaders and foreign forces will finally leave Afghanistan,” said Daud Ghafari, a senator.

Sources have previously said that a 30-member delegation might represent the Afghan republic at the Turkey summit, but the formation of the delegation is so far not known.
