Legal Experts Question Dismissal of Central Bank Employees

Legal experts on Thursday questioned a move by the Central Bank of Afghanistan to dismiss several of its employees for not including the Pashto language in one of the documents.

Last week bank officials announced that they had fired several employees of the bank after they did not transcribe a Geneva commitment paper in Pashto. But the bank officials did not mention the number of fired employees, nor their names or ranks.

“Recently several employees of Central Bank of Afghanistan were fired from the job for not transcribing the Geneva 2020 Conference on Afghanistan document in Pashto,” said Haseebullah Noori, a member of the media department of the Central Bank of Afghanistan. “The move was to prevent similar actions in the future,” he said.

But law experts have called the move illegal.

“The labor law does not allow this to happen,” said Rohullah Sakhizada, a legal expert.

Meanwhile, lawmakers in Afghanistan’s Parliament have said that currently the Central Bank is being chaired by a caretaker and he does not have the legal authority to dismiss or appoint someone.

“No performance and action of the Central Bank of Afghanistan is legal, we have announced that his signature (governor of Central Bank) is invalid,” said Babur Jamal, deputy head of Parliament’s finance and budget commission.
