Moscow to Host Conference on Afghanistan on Nov. 16

The Russian Federation’s Foreign Ministry said that Moscow will host a multilateral meeting due to be held on November 16 in Afghanistan.

A spokesman for the Russian Foreign Ministry, Maria Zakharova, said that the discussion will focus on the military-political, socioeconomic and humanitarian situation in Afghanistan as well as coordinating efforts to strengthen regional security.

Earlier, the Russian special envoy for Afghanistan, Zamir Kabulov, said that the representative from the Islamic Emirate will not be invited to the meeting.

But the Ministry of Foreign Affairs (MoFA) said the meeting will be ineffective if there is no representative from the Islamic Emirate.

The political analysts believe that convening such meetings can help in the recognition of the Islamic Emirate.

“I think this meeting includes the Afghan neighbors and will have a good message both for Russia and the Kabul government about what steps it needs to be taken in order to be recognized,” said Torek Farhadi, a political analyst.

“Moscow Format is not effective because it doesn’t have Afghan representative to defend the Afghans or to confirm their decisions,” said Aziz Maarij, a former diplomat.

The meeting is expected to be attended by representatives from China, India, Pakistan, Kazakhstan, Iran, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.

The previous Moscow Format meeting on Afghanistan was held in October 2021, in which a delegation of the Islamic Emirate, led by the second deputy of the Prime Minister Mullah Abdul Salam Hanafi attended.
