Iran President Orders Officials to Pursue Issue of Helmand Water Treaty

The Iranian President, Ebrahim Raisi, in a government board meeting instructed Iranian officials to seriously pursue the issue of the Helmand water treaty.

Raisi ordered the country’s ministry of foreign affairs and ministry of energy to pursue the matter, Iranian media reported.

This comes as the Iranian ambassador to Afghanistan, Hassan Kazemi Qomi, in an interview with Iran's 3 Media Network Organization, said that he hopes the issue of the Helmand water treaty will be solved in the ongoing year.

“The amount of water which comes from Afghanistan to our soil is not more than 27 million cubic meters… there is a big difference between the numbers stated in the water treaty and what happens,” he said.

The spokesman for the Ministry of Energy of Islamic Emirate, Matiullah Abid, said that Afghanistan is committed to the water treaty of Helmand.

“We have allocated water to Iran based on the water treaty of Helmand of 1351 (solar year) and we are committed to the treaty in the future as well,” Abid said.

However, some analysts said that Iran seeks to take more water than agreed in the water treaty.

“If the water of Helmand river is near to 6 billion cubic meters (per year), then Iran deserves 820 million cubic meters. But if it is not a normal year, or there is drought, then the water is provided based on the amount,” said Mohammad Asim Mayar, a water analyst.

According to the 1973 treaty, Afghanistan is committed to sharing the water from the Helmand River with Iran at the rate of 26 cubic meters of water per second, or 850 million cubic meters per annum.
