A framework created by the Commission for the Return and Communications with Former Afghan Officials and Political Figures has been finalized, a spokesman for the commission said.
According to the spokesman, obeying the government is one of the main stipulations in the framework.
The framework is comprised of 15 principles—including property, legal, and commuting issues.
“In the initial time, the number of returnees was high. I think now there would be less people who are coming back to the country. Some of them may have business abroad and their families live there,” said Ahmadullah Wassiq, a spokesman for the commission.
Wassiq also confirmed that the return of the former officials and political leaders to Afghanistan has dropped due to a long procedure.
TOLOnews’ findings shows that 34 figures returned to Afghanistan from January to May in 2023, while 189 figures returned between August and December in 2022.
“A guideline is formed for them, so that they can live in their country. The guidelines have been finalized,” Wassiq said.
Meanwhile, the returnees complained about being unemployed.
“Some of the people expected that their experience and knowledge capacity would be used in governance. But the use of these people, which was needed, has not happened, said Janat Fahim Chakari, a returnee.
Political analysts called the establishment of the "Commission for the Return and Communications with Former Afghan Officials and Political Figures” a positive step that will benefit Afghanistan.
“They can come in and go outside. It benefits both the people and the commission,” said Amanullah Hotaki, a political analyst.
According to the commission, 554 people have returned since the establishment of the commission and dozens of others received forms for their return to the country.
