The Russian special envoy for Afghanistan, Zamir Kabulov, said that the new Moscow Format meeting on Afghanistan will take place on September 29 in Kazan.
Kabulov told TASS that the upcoming meeting will focus on the topic of inclusivity of the current Afghan government, counterterrorism and drug-related crime.
"So far, we have seen [no progress on this issue - TASS]. This is why we convene, in order to continue our work," Kabulov noted.
Earlier, Russian Ambassador Dmitry Zhirnov requested that Amir Khan Muttaqi, the Islamic Emirate's acting foreign minister, attend the Moscow Format meeting.
The Islamic Emirate said it considers holding the meeting important, but differences between the Islamic Emirate and other countries can be resolved through dialogue.
"At the meetings, there should be a spirit of cooperation with Afghans and resolving conflicts through dialogue. The Islamic Emirate prefers that all problems, concerns, or demands should be shared with us and discussed directly," said Zabihullah Mujahid, a spokesperson for the Islamic Emirate.
According to some political analysts, the presence of a competent representative of the Islamic Emirate is important in such meetings.
"The Islamic Emirate needs to make changes to its system so that when they attend meetings, they give good answers to the international community,” said Wais Naseri, a political analyst.
Last year's meeting of the Moscow Format on Afghanistan was held in November without the presence of the representative of the Islamic Emirate.
