Rosemary DiCarlo, the United Nations Under-Secretary-General for Political and Peacebuilding Affairs, said at the conference after the third Doha meeting that sanctions imposed by countries are directed at officials of the interim government of Afghanistan, not at Afghanistan itself.
In this press conference, DiCarlo clarified that the recognition of the Islamic Emirate's government is not within the UN's purview but is a decision to be made by the member states of the organization.
In response to a question regarding sanctions on members of the Islamic Emirate, Rosemary DiCarlo said: “The sanctions issue was raised. Obviously it was raised. It's a concern for the Taliban. We didn't really elaborate on it again on sanctions. It's a member State issue whether they're going to continue certain sanctions or not, the sanctions are on people not on the country.”
She also emphasized that the Doha meeting and engagement with the Taliban do not signify normalization of relations or recognition of their government.
The Under-Secretary-General added that the interim government's reintegration into the international community is contingent on their acceptance of women's rights, particularly the return of women and girls to work, schools, and universities.
“I have had many discussions not today in this process but many discussions where I have been told that many officials are supportive of girls' education, it's under consideration, all I can say is I sure hope that there'll be a reconsideration of this policy,” DiCarlo said.
The Under-Secretary-General noted that the third Doha meeting also discussed the formation of an inclusive government, the role of minorities, the fight against terrorism and drugs, and the observance of human rights, especially the rights of girls and women.
DiCarlo said, "We talked about inclusive governance. We talked about concerns about marginalization of minorities as well, I think they took note of it. It was very clear they were listening very carefully, they were very engaged and what we are hoping is that they will find a way forward in this area."
She also mentioned her meeting with civil society and women's rights activists on Tuesday in Doha, adding that she would gather their suggestions and share her views with them.
