Based on the decree of the leader of the Islamic Emirate, officials of various departments have been changed.
A statement released by the spokesperson of the Islamic Emirate said that Shahabuddin Delawar has been transferred from acting Minister of Mines and Petroleum to acting head of the Afghan Red Crescent Society, and Hedayatullah Badri, acting head of the Central Bank (Da Afghanistan Bank), has been appointed acting Minister of Mines and Petroleum.
The statement said: "Shahabuddin Delawar has been transferred from acting Minister of Mines and Petroleum to acting head of the Afghan Red Crescent Society.
Hedayatullah Badri, acting head of the Central Bank, has been appointed acting Minister of Mines and Petroleum. Noor Ahmad Agha, the first deputy of the Central Bank, has been appointed acting head of this bank. Matiul Haq Khalis, president of the Afghan Red Crescent Society, has been appointed acting head of the National Environmental Protection Agency. Nooruddin Turabi, deputy of the Afghan Red Crescent Society, has been appointed acting head of the National Disaster Management Authority. Hafiz Aziz Rahman, former head of the National Environmental Protection Agency, has been appointed deputy of the Red Crescent Society. Qudratullah Jamal, former deputy of the Ministry of Industry and Commerce, has been appointed financial and administrative deputy of the Ministry of Information and Culture. Saeeduddin Saeed, former financial and administrative deputy of the Ministry of Information and Culture, has been appointed financial and administrative deputy of the National Environmental Protection Agency. Ahmadullah Zahid, acting head of the Anti-Economic Corruption Directorate of the General Directorate of Intelligence, has been appointed as deputy for Industry and Commerce affairs of the Ministry of Industry and Commerce."
Hamdullah Fitrat, deputy spokesperson for the Islamic Emirate, called the changes in governance a routine process and said these changes have been made to improve the work process.
Fitrat told TOLOnews: "Changes and transfers are a normal part of governance and are considered an important principle for the improvement of administration; naturally, one official will be effective in one area and another official will be effective in another area."
Meanwhile, experts said changes and transfers are a normal process of governance and emphasized assigning responsibilities to professional individuals.
"The transfer of government cadres at various levels is a very common factor in the governance system, provided that the issues of competence, meritocracy, and expertise are considered, and the work is entrusted to the right people," said Najib Rahman Shamal, a political affairs expert.
"Change and transfer is an administrative principle. If it is done in a timely manner and based on regulations, not relations, considering the competence of individuals, it can have a positive effect on the economy," said Abdul Zuhor Mudabar, an economic affairs expert.
This comes nearly a month and a half after Qalandar Ebad, acting Minister of Public Health, was removed from his position based on a decree by the leader of the Islamic Emirate, and Noor Jalal Jalali, former administrative deputy of the Ministry of Interior, was appointed acting Minister of Public Health.
