Decree Signed Promoting Dostum to Marshal

People close to former vice president Abdul Rashid Dostum on Friday confirmed that a presidential decree was signed on June 10 promoting Dostum to marshal rank. 

This was a provision of the political agreement between President Ashraf Ghani and Dr. Abdullah Abdullah signed on May 17.
 
Confirming the decree, Bashir Ahmad Tahyanj, a spokesman for Dostum, said the Presidential Palace is expected to announce the decree today.
 
A copy of the decree was leaked on Thursday evening.
 
As provided for in the political agreement, Dostum will also become a member of the High Council of Government and the National Security Council.

Dostum’s close aides welcomed the move and said a ceremony will be held for it soon.

“We will soon witness a ceremony bestowing the rank of marshal on Abdul Rashid Dostum,” said Abdullah Qarloq, the deputy head of the National Islamic Movement of Afghanistan, which is led by Dostum.

Recently, disagreements were reported between Ghani and Abdullah’s teams about the nature of the promotion, as the president intended to use the term 'honorary' in his decree, but it appears that the dispute has been resolved.

The Presidential Palace did not comment on the promotion so far.

Other provisions in the agreement between Ghani and Abdullah are taking time to be implemented.

“The people expected that the agreement (between Abdullah and Ghani) will result in practical steps in cabinet appointment,” said Rohullah Sakhi, an analyst, pointing at a delay in the appointment of the new cabinet.
