Ghani And Noor Begin 'Indirect Negotiations’

Former Balkh governor Atta Mohammad Noor and President Ashraf Ghani have started indirect negotiations to come to an agreement about their disagreement over Noor’s resignation from his post, local officials said Friday.

Afzal Hadeed, Chairman of Balkh Provincial Council, said that Noor is not insisting to remain in his post as Balkh governor.

He said they are optimistic that the two sides will agree on the issue as they have started “started indirect negotiations” over the issue. 

“I hope that the two sides will come to an agreement and resolve the problem,” Hadeed said. 

Meanwhile, head of Balkh Civil Society Organizations Union Abdul Hamid Safawat said he has held talks with Atta Mohammad Noor where he has asked the former governor to keep calm and seek a political solution to the problem. 

Safawat said he called on Noor, in their one-hour meeting, to consider security situation and political stability of Afghanistan.

“The most important issue that we talked and insisted on was maintaining security, respecting Afghanistan’s political stability and the safety of the people as well as respecting Balkh resident’ expectations and demands,” he said. 

Balkh residents said they hope the two sides will come to an agreement in the near future.

“We urge them to sit and reach an agreement,” Jawed, a resident of Mazar-e-Sharif City said. 

“They should go ahead in compliance with the law,” Massoud, a resident of the city said.

This comes after members of members of Jamiat-e-Islami Integration Council met with President Ashraf Ghani on Thursday evening where they said that it is the responsibility of all Afghans to maintain unity and harmony, according to a press release by the Presidential Palace. 

Members of Afghanistan’s parliament Sayed Ekramuddin, Qazi Raz Mohammad Dalili, Rahim Baig Yaqoubi and MP Ghulam Farooq Majroh represented the party's council. 

The statement said the delegation also slammed the presence of power-hungry factions inside and outside government and said this was a threat to the peace and security of the country. 

Based on the press release, the delegation also called on Ghani to take action against these islands of power.

The press release noted that the delegation also voiced support to government’s reform policy, economic programs and its efforts against corruption.

Last week on Monday, December 18, Presidential Palace said in a statement that the president has has approved Balkh Governor Atta Mohammad Noor’s resignation.

After approving Atta Mohammad Noor’s resignation, President Ghani has appointed Engineer Mohammad Dawood as the new governor for Balkh.

On Monday evening, Atta Mohammad Noor said he rejects his resignation as governor of the province. 

He called on his supporters to take civic moves against the decision and act based on the law.

“Your movements for now must be civic and under the law. If the aggression and threat increase against us, then we can use any other options,” Noor said.
