Hiring, Reforms Remain Fragile in 37 Govt Departments: Report

The Independent Administration Reform and Civil Service Commission (IARCSC) on Monday released its first six months report about recruitments in 37 public administrations.

The report which is known as “Evaluation Report – Reforms Implementation in Public Administrations” portrays a grim picture of reforms in at least 37 public administrations which include ministries and independent departments.

Based on the report, the process of reforms and recruitments in 37 public administrations have been quite delicate and these institutions have not managed to achieve their recruitment targets during the first six months of this (1396) Solar Year.

Based on the report, certain factors such as the lack of systematic planning for recruitment, absence of coordination between institutions and the reform commission, confusion in the number of CBR posts have been undermining the strength and capacity of these administrations to achieve their recruitment and reform targets in the specific timeline.

The following institutions and ministries top the list of institutions performing badly.

·         Ministry of Counter-Narcotics (MoCN)

·         Ministry of Women Affairs (MoWA)

·         Ministry of Energy and Water (MoEW)

·         Ministry of Rural Rehabilitation and Development (MRRD)

·         Ministry of Mines and Petroleum (MoMP)

·         Ministry of Commerce (MoC)

·         Ministry of Communications and Information Technology (MoCIT)

·         Ministry of Agriculture, Irrigation & Livestock (MAIL)

·         Afghanistan Civil Aviation Authority (ACAA)

·         The Department of Physical Education

·         The Attorney General Office (AGO)

·         The Central Statistics Organization (CSO)

Based on the report, during the first six months of (1396) fiscal year, up to 1,888 posts in 37 institutions were vacated due to certain reasons such as dissolution, retirements, death or resignations and there is the need for planning to fill these vacancies. 

The process of hiring and recruiting women

On the subject of employing women – in terms of gender equality - the report says that there is still a huge gap between the level of hiring and recruitment of women in institutions compared to men - particularly in the provinces. The report says security threats especially in the provinces, cultural limitations and traditionalism have apparently hindered the way for more women to be hired in these institutions.

The report illustrates that the civil service sector in Afghanistan however has moved towards more professionalism and to becoming more youth-oriented.

According to the report, during this period, 84 percent of the employees recruited in the past six months are between 19 to 40 years of age whereas the remaining 16 percent is between 41 to 65. The report says that the hiring of young, educated and qualified people in the institutions indicates that the civil service sector in the country is attracting younger, more professional people.  

The report adds that the number of civil servants with masters and Ph.D degrees have significantly increased in the institutions which is a good sign in terms of implementing reforms in the civil service sector - but keeping in mind that the majority of civil service officers having either a bachelor’s degree or Grade14.

The report says that during the first six months, more than 640 people have filed complaints against 37 government institutions and ministries over administrative issues and other shortages. The report also says that the majority of officers were hired in the capital, Kabul, which indicates that thepopulation flow to the city is quite high and this would have implications on the administrative sector in the provinces where people are not willing to join for reasons such as security threats, low salaries and the difference between services provided to educated people in the center as compared to provinces. Fifty four percent of the complaints were filed from those living in the provinces. But the complaints were filed against employees who only had Grade 3 or 4.

According to the report, from the total number of 50,000 posts which were supposed to be assessed by the end of 1396, only 36 percent of these posts were reviewed in the first six months.

Based on the report, during the first six months of the current year, 9,484 civil service officers on the list for capacity building and training programs, 6,034 of them were provide the necessary education and training inside and outside the country, which indicates that 64 percent of training and education goals wereachieved.  Seventy seven percent of those trained were men while the remaining 23 percent were  women.

“During the first six months of the current year, 3,160 employees were hired while 8,558 recruits were expected to be hired during the first six months of 1396.

The report says that the assessment system of employees has been symbolic in these administrations rather than taking the matter as a management tool. The report says that the planning by employees has been very weak and that quality, quality of works and other necessary standards have not been considered by them. The report also illustrates that the lack of a reward and punishment system in the administration has also led to the deterioration of the administrative system.
