MOI Urges NDS to Arrest Zemarai Paikan

Zemarai Paikan is a former commander of the Afghan Public Protection Force who was sentenced to prison but has not been taken into custody, and the Ministry of Interior Affairs (MOI) calls on the National Directorate of Security (NDS) to help bring Paikan in.

Four days ago, President Ghani speaking at an annual anti-corruption event ordered the MOI to arrest Zemarai Paikan.

“Zemarai Paikan has changed the public protection force into a source of corruption,” Ghani said: “The arrest of such as person is an order for you, mister interior minister, and it must be implemented.”

However, four days later the MOI has not arrested Paikan, who was sentenced to eight years and six months of prison over killing a police officer and misuse of authority.

Nusrat Rahimi, spokesman for the MOI, said that in cooperation with the NDS try to arrest him.

Added, ordered all police departments to arrest Paikan

“To recognize the place where he (Paikan) living, we urged the NDS cooperation also,” added Rahimi.

Dawa Khan Menapal, deputy spokesman for presidential Palace said, “police are responsible to implement law, everyone, who sentenced to punish, police are responsible to arrest them.”

 Wais Ahmad Barmak, former interior minister, said: “A number of people as you said they are powerful or not presented yet, they are…but unfortunately, we should acknowledge that police are not trained professionally as much as the army trained.”

This comes as US ambassador to Kabul, John R. Bass, has said the international community’s assistance to Afghanistan will not continue unless there are serious measures taken against corruption.

Bass declared that the international community is frustrated with the lack of attention to combatting corruption in the country.
