Fawzia Koofi, a former member of parliament, told TOLOnews on Tuesday that a "man beheaded his sister" in the Baharak district of Badakshan.

Kofi said the girl fled her home and was arrested by the police and handed back to her brother, and her brother beheaded her.

The perpetrator was an army soldier, and after beheading his sister he fled to the Taliban and joined them, said Kofi.

The Taliban has not commented on the incident.

Kofi said that fleeing home is not a crime, and criticized the police in the district, saying that their neglect in dealing with the case was instrumental in the murder of the girl.

Provincial officials have not yet commented.
