Wanted Man Says ‘NDS Asked Him to Commit Assassinations’ in Kabul

Hasib Quwai Markaz, a man who has been on the wanted list of the Ministry of Interior Affairs for the past few months, in a social media video posted on Monday claims that the country’s intelligence apparatus – the National Directorate of Security (NDS) – is involved in targeted killings in Kabul and that he was asked by the agency to kill six influential figures.

In the video, he names a number of NDS officials who, he alleges, asked him to kill Gul Haidar, a former mujahideen leader, and Wakil Ahmad Moutawakel, the former Taliban regime’s foreign minister, among others.

“They handed to me a list of six people, including commander Gul Haidar Khan, Abdul Hamid Khurasani and Mr. Mawlawi Moutawakel, for me to kill them,  and they would reward me with Afs2.5 million ($32,000),” Hasib said.

The NDS has not commented on this claim, but the Ministry of Interior rejected the allegations as baseless.

“He (Hasib Quwai Markaz) is accused of murder, theft and extortion. The new Panjshir police chief has been directed to arrest him as soon as possible,” the Interior Ministry spokesman Nusrat Rahimi said.

Some lawyers said the matter should be investigated.

“No doubt, such an act by the government will not be a good act,” said Rohullah Sakhizad, a lawyer.

Meanwhile, a number of shopkeepers in Quwai Markaz area in Kabul claimed that Hasib’s men are extorting them.

“He has extorted at least six shopkeepers for $10,000 to $30,000,” Kabul police spokesman Mohammad Roshandil said.

But Hasib rejected these claims.

“I am not involved in any type of extortion. This is a plot by the government and by the NDS,” he says.

The Afghan government launched an operation in the central province of Panjshir last year to arrest Hasib, but he was not captured. 

The acting police chief for Panjshir was suspended by the Ministry of Interior for not arresting Hasib Quwai Markaz, who, along with murder, theft and extortion is also accused of bullying and activities that disrupt the public order.
