Kabul Municipality To Step Up Tax Collection Process

The Kabul Municipality says taxes for all associations will be collected regularly and for those that fail to pay, their licenses will be revoked.

Speaking after a meeting on Saturday, the acting mayor of Kabul, Abdullah Habibzai, said: "The goal of today's meeting is to sign an MoU between the Ministry of Finance and the Municipality of Kabul to clean up and cancel the licenses of associations, subject to their tax clearance.”  

According to him, 136,000 associations operate in Kabul. He said the municipality is trying to collect the revenue transparently.  

Habibzai said in order to implement the agreement between the finance ministry and Kabul municipality, they will create a city police force toprotect them while they collect the taxes.  

“We will use city police to implement this agreement. This police force will be hired or will be those who are working under the finance ministry in customs,” said Habibzai. 

Finance Ministry officials meanwhile said in this past year around 3.4 billion AFs was collected in taxes from associations and small factories. 

According to the finance ministry, further cooperation between relevant government bodies engaged in tax collection will result in an increase innational revenue. 

“We are trying to integrate taxation zones and areas in the city and by that time we will provide you with more information,” the deputy finance minister Najibullah Wardak said. 

According to Kabul Municipality, all associations in Kabul have an obligation to pay four types of taxes to the municipality in exchange for services provided by government.
