MPs Seek to Sue Finance Ministry Officials

A majority of lawmakers in the Wolesi Jirga, the Lower House of the Parliament, on Monday decided to sue some Finance Ministry officials for “wasting billions of Afghanis” from the budget for the fiscal year 1397 (2017-2018).

The lawmakers discussed the financial statement with acting Finance Minister Mohammad Homayoun Qayoumi who was summoned to the House on Monday. 

A report by the Financial and Budget Committee of the house reveals eight violations through which billions of Afghanis have been wasted out of the budget of the fiscal year 1397. 

The committee has asked for legal action.

“As far as the implementation of the budget and the implementation of the regulations and laws of financial affairs are related certainly to the Ministry of Finance, therefore, considering the mentioned violations, the Finance Ministry officials, who has ordered these things, should be referred to judicial organizations,” a member of the commission, Sayed Azim Kebrzani said. 

This demand was accepted by a majority of votes on Monday session. 

But Qayoumi rejected the allegations and said he expected he would have been admired – by MPs – for the “good works” that he had accomplished. 

“With our activities in  1397, we expected appreciation from the 'house of the nation',” Qayoumi said. 

He also said that the changes in the budget lines in the financial statement of the fiscal year  1397 was based on decrees by the president and based on the Finance Ministry’s authority.

“All the amendments have been based on urgent needs and there are presidential decrees for each of the amendments,” he said. 

Some lawmakers reacted to this remark.

“Mr. minister said that this was by presidential decree. Can the president ignore the law?” asked MP Nasim Mudabir.

“Any move which has been done in the budget document is a crime according to us. First, it is related to the Ministry of Finance and it should be punished first,” said Munawar Shah, an MP. 

However, almost half of the MPs called for approval of the financial statement for the fiscal year  1397. 

“The financial statement is complete, and we hope, Mr. Speaker, that we keep the Wolesi Jirga’s honor,” MP Ghulam Husain Naseri said.
