The acting defense minister says the Afghan forces are currently on the offensive against militants.
AAN says many polling centers will remain closed in remote areas which would deprive a large number of people from voting.
According to the report, another 1,000 centers, although intended to remain open, face high-security threats.
Critics say the process should have begun earlier because the contracted employees need one week for training.
