Critics Seek End to ‘Caretaking Trend’ in Govt Institutions

Legal experts and critics on Saturday said the continuation of “caretaking trend” in government institutions should end as it might increase corruption in public offices.   

President Ashraf Ghani and Abdullah Abdullah, head of the High Council for National Reconciliation, signed a power-sharing deal in May to end their political rift. Five months after the deal, almost all ministries are run by caretakers.  

On August 31, the government announced ten minister nominations--nine men and one woman--to head government ministries. 

The nominees included Bashir Ahmad Tahyanj for Ministry of Labor and Social Affairs; Nisar Ahmad Ghoryani, Ministry of Industry and Commerce’; Qudratullah Zaki, Ministry of Transport and Civil Aviation; Masooma Khawari, Ministry of Communications and Information Technology; Anwar-Ul-Haq Ahadi, Ministry of Agriculture, Irrigation and Livestock; Fazl Ahmad Manawi, Ministry of Justice; Syed Sadat Mansoor Naderi, State Ministry for Peace Affairs; Noor Rahman Akhlaqi, Ministry of Refugees and Repatriation; Mohibullah Samim, Ministry of Borders and Tribal Affairs; Abbas Basir, Ministry of Higher Education. 

“The caretaking trend promotes corruption in government institutions,” said Gul Rahman Qazi, a legal expert. 

 “The caretaking trend in fact is a violation of the law,” said Ghulam Muhayuddin Musnif, head of the legislative department of the Meshrano Jirga, the upper house of the Afghan parliament. 

Sayed Ishaq Gailani, head of the National Solidarity Movement of Afghanistan, said Afghans expect the government to form a cabinet that has the approval of the parliament.  

The State Ministry for Parliamentary Affairs said the government will refer the ministerial nominees for a vote of confidence to the parliament within a week. 

“We are working together with the head of the committees to set a final date to introduce the ministerial nominees,” said Gul Pacha Majidi, State Minister for Parliamentary Affairs.
