Criminal incidents continue to take lives in Kabul despite the recent commitments by First Vice President Amrullah Saleh who pledged to fix the fragile situation in the nation’s capital.

In the latest incident, Lemar Khalil, a former counter-narcotics commander of Kabul Police Headquarters was assassinated in Kabul.

Also,a young girl was injured in PD18 of the city after armed men snatched her mobile phone and money on Tuesday night.

“The security of our area is very fragile, there is a checkpoint in our area, but there is no police patrol to check the security of the vicinity,” said Razia, a relative of the girl in PD18.

Kabul residents had other accounts of violent crime:

“I consulted the checkpoint and informed them that robbers had beatena boy and taken his phone. The police accompanied us for a short distance, but left us alone,” said Mohammad Juma, a resident in Kabul in PD18.

“There are two or three cases of armed robberies every week, including the theft of shops and homes, we have always reported such incidents to the police station in PD18,” said Nawrozi, a resident.

“We expect the government to rescue the people,” said Kabul resident Wakil Jaffari.

Meanwhile, Saleh in a Facebook post described the slain counter-narcotics commander Lemar Khalil as a "brave officer" who exposed a dangerous circle of drug mafia.

In another incident, the mother of a female Afghan National Army (ANA) officer claimed that the officer and another daughter were mysteriously suffocated at their home on Sunday in Kabul.

Since the day they killed my daughters, I don’t know what to do, I can't leave my children to go to school because of kidnapping,” said Lailuma, the victims' mother.

Following a dramatic surge in crime and security incidents in Kabul, First Vice President Amrullah Saleh on Friday announced that by the order of President Ashraf Ghani, he is taking charge of Kabul security.

The government announced a security plan called the "security charter" to integrate security personnel in ensuring the safety of Kabul and other big cities in the country. As part of this plan, President Ghani directed security agencies to take action against serious crimes in the city.

Recently, the acting minister of interior affairs, Massoud Andarabi, said that he has ordered the police not to transfer criminals to the fire station or the police station but to take them directly to prison so that they are not released early.

Also on Tuesday,  Saleh said that undocumented vehicles are one of the biggest challenges to tracking down criminals. He said that these vehicles should be registered within two months, otherwise the government will seize them as part of a new security plan for Kabul.

Fighting land-grabbers, documenting thieves and digitalizing information are also among the plans which Saleh has vowed to implement in the coming weeks.

Saleh has also pledged to focus the force's efforts toward its primary job, which is maintaining rule of law.

According to the new security plan for Kabul, the beggars will be collected from the streets, illegal buildings will be demolished and there will be street-to-street intelligence coverage to facilitate the crackdown on criminals.

Based on the security plan, a separate volunteer organization known as “Zamrak” will be established at schools, which is aimed to prevent the transfer of drugs inside schools and the harassment of teachers.
