UN Envoy Seeks ‘Pluralistic Polity’ for Afghanistan

The UN special envoy for Afghanistan, Roza Otunbayeva, said the only way forward for Afghanistan is through a more pluralistic polity, where all Afghans, especially women and minorities, see themselves represented and have a real voice in decision making.

Addressing UN Security Council’s meeting, Otunbayeva said the caretaker government in Afghanistan has rejected the “need for any sort of intra-Afghan dialogue.”

The meeting was also attended by the chargé d’affaires of the Afghanistan permanent mission to the UN, Naseer Ahmad Faiq. 

The Chinese ambassador to the UN, Zhang Jun stressed that Afghanistan should be supported in countering terrorism. 

The Norwegian ambassador to the UN, Anniken Huitfeldt, said the destabilization of Afghanistan would be a threat to peace and security in the world. 

“Instability in Afghanistan is also a threat to international peace and security. In the year ahead, the Security Council must clearly communicate its expectations to the Taliban on human rights, and stability on dialogue between Afghans,” she said. 

But the acting Minister of Foreign Affairs, Amir Khan Muttaqi in a seminar of human rights law said that the international community should not link humanitarian issues with political issues.

He suggested that the UN Assistant Mission in Afghanistan (UNAMA) should convey the real voice of the people of Afghanistan to the world. 

“UNAMA and other organizations have the ability to address the challenges of the Afghan people and pass on the real voice of the people to the world,” he said. 

“World countries should not express baseless concerns about terrorism in Afghanistan. They should use diplomatic channels and political engagement,” said Mohammad Bashar, a political analyst.

The Islamic Emirate has not commented in reaction to the UNSC’s meeting but earlier, it insisted that Afghan soil will not be used as a threat against any country.
