The acting Minister of Defense, Mawlawi Mohammad Yaqoob Mujahid, said that if someone goes outside of Afghanistan with the intention of Jihad, his work is not called Jihad.
Yaqoob Mujahid said in a speech to the Ministry of Defense's commanders and Mujahideen that if the Amir prevents the Mujahideen from fighting but they still go to fight, then this battle is not Jihad.

"This is the Amir's [Islamic Emirate’s Leader] order, and obedience is compulsory. If a person goes outside of Afghanistan with the goal of Jihad, that person's Jihad is not called Jihad. If the Amir prevents the Mujahideen from going to battle and they still do it, this is war, not Jihad,” Yaqoob Mujahid said.
The acting Minister of Defense said that the members of the Islamic Emirate should not commit an act that harms the achievements of the acting government.
