3 Weeks Later, Ghani-Abdullah Deal Not Fully Implemented

While 25 days have passed since the signing of the political agreement between President Ashraf Ghani and Abdullah Abdullah, many parts of the agreement have not yet been implemented.

The four-page political agreement --with five parts--was signed last month to resolve tensions and break the political stalemate between Ashraf Ghani and Abdullah Abdullah.

So far, some work has been done but only the second part--the High Council for National Reconciliation led by Abdullah Abdullah--and the third part, which is participation in the government. In the High Council for National Reconciliation, Abdullah and his campaign deputies have taken seats in the council, but there is no word yet on the nomination of the other three deputies and the finalization of the council's formations.

“They [politicians] do this to maintain their position, and they have no intention of solving the great problems for the people,” said Moeen Samkani, political analyst.

In the other part of the agreement, which is entitled "Participation in Government, " no action has been taken.

The first article in this section, which is the granting of the rank of marshal to Abdul Rashid Dostum, seems to have been met with opposition.

Abdullah's office also has not commented on the finalization of the 50 percent share in the cabinet – which is another part of the agreement.

“Without implementing all the components of the agreement, going to peace or starting peace talks between Afghans could create a vacuum, a problem and obstacles,” said Abdullah Qarloq, Secretary of the Senate.

No steps have been taken in the direction of electoral reform and the establishment of a board to draft and amend the constitution for changing the structure of the system.

“Whatever is in the political agreement, the government is committed to implementing it, and the granting of marshal rank is part of that agreement, and there are no serious problems at the moment,” said Sediq Sediqqi, spokesman for President Ghani.

The final part of the political agreement, which calls for monitoring the implementation of the agreement, is apparently an obligation of political figures outside the government to monitor the implementation of the agreement.

Back on the day when the political agreement was signed, Abdullah Abdullah, Chairman of the High Council for National Reconciliation, said:” We will implement the agreement in a way to avoid any problem in the future," Abdullah said during the deal-signing ceremony.

Many parts of this political agreement are similar to those of the National Unity Government. Many citizens believe that the NUG agreement was not fully implemented in the past five years.
