BSA Determines Troop Pullout Not Taliban: Daudzai

Mohammad Umer Daudzai, President Ashraf Ghani’s Special Representative on Regional Affairs for Consensus on Peace, on Tuesday reiterated that the US cannot reach an agreement with the Taliban about the withdrawal of foreign forces from Afghanistan and that troop pullout will be tackled in line with the Afghan-US security pact.

The US has reached a consensus about troop withdrawal with the Afghan government, Daudzai said.

“The US cannot reach an understanding with the Taliban on whether to keep its troops in Afghanistan, because the US is in Afghanistan in line with the security agreement which was signed with the Afghan government in 2014,” said Daudzai, referring to the Bilateral Security Agreement commonly known as (BSA) sealed between the US and Afghanistan in 2014, only few days after President Ashraf Ghani assumed his office.

Daudzai, who has been assigned by President Ghani to organize the peace Jirga, said that holding the planned consultative Jirga on peace will take some time and that a final date for the assembly will be determined in the near future.

At the peace Jirga, the Afghan government is expected to define its red lines in the peace process with the Taliban.

Members of the Jirga will be picked from the districts on “semi-election” basis, Daudzai noted.

“We are creating an inclusive Jirga and it takes time. So we cannot call it in three weeks. We are assessing this and will announce the new date in the near future,” added Duadzai. “Semi-election is a process in which elites in a district organize elections and the winner makes his way to the center.”

However, a legal expert said the semi-election does not have a legal concept.

“Semi-election terminology is an extralegal and illegal terminology,” said legal expert Nasrullah Stanekzai.

The Consultative Jirga on Peace, which is an assembly of more than 2,000 delegates from around the country, was initially scheduled for March 17.

But the High Peace Council (HPC) on Sunday said the option to delay the Consultative Loya Jirga on Peace remains on the table, but a final decision regarding the issue has not been taken so far.

The reason behind the proposal is because of weather conditions, said the HPC spokesman Sayed Ehsan Tahiri, adding that if the cold weather prevails, members from remote regions of the country will not be able to attend the Jirga.
