Ghani Aides Promise Projects ‘For Campaign Purposes’

The Integrity Watch Afghanistan (IWA) on Sunday released a report on the national budget document of the current and next fiscal years.

The report says that some officials from President Ghani’s Office during their provincial visits in the past two months have promised implementation of those development projects which are not included in the national budget document. 

The IWA report says Ghani’s aides have made such promises in Herat, Paktia and Daikundi provinces “which only have campaign aspect for 2019 presidential elections”. 

According to the report, the promised projects are parallel to the projects which have been included in the national budget document. 

The report says that 30 percent of development budget allocations for the 2019 fiscal year is not clear. 

“It is worrying and it is part of election campaigns when officials from the President’s Office make promises to the people in their in their provincial visits without procurement process,” said Naser Temori, a researcher at IWA. 

IWA report also highlights problems in the national budget document.

IWA officials said in addition to changes in the amount of the national budget after the approval of the parliament, some projects also included after recommendation by some powerful people and MPs. 

According to IWA officials, these factors have caused the national budget expenditure to have less impact on the country’s economic situation. 

“When government has open hands in bringing changes and can decrease and increase (the amount) after the budget’s approval, then what does it mean?” asked IWA chairman Sayed Ikram Afzali. 

“Almost 30 percent of development budget that include over 100 projects is not known where and how it will be implemented. This creates problem for us, civil society and for the parliament to know where the money was spent,” said Ali Dost Shahab, member of national budget appealing group. 

Ministry of Finance said the national budget document has been prepared based on people’s priorities and that people’s opinions have been included in it.
