E-NIC Roll Out Pushed Back By Another 50 Days

President Ashraf Ghani on Saturday sent out the electronic National Identity Cards (e-NIC) roll out order which states the pilot project will start in 90 days.

On 20 March 2017, government leaders agreed to start the roll out of the electronic identity cards on 22 June of 2017, but the president’s new order has delayed the process for another 50 days.

“The process will be monitored by the Second Vice President and CEO. Specific duties have been set out for the finance, interior and communications and information technology ministries,” Dawa Khan Minapal, the president’s deputy spokesman said.

The office of population registration and electronic National Identity Cards meanwhile said they have trained new employees recruited for the e-NIC roll out campaign and they are ready to implement the process.

“One or two months delay will not create any problems. The good news is that all the problems have been resolved and the process will be started. Currently there are no challenges in this regard,” said Wais Payab, acting director of the population registration office.

Officials of Ministry of Communications and Information Technology (MoCIT) also said all the technical aspects of e-NIC’s roll out have been prepared and everything is ready.

“The communication ministry has bought all the equipment and tools needed for the e-NIC roll out,” Najib Nangialay, MoCIT spokesman said.

According to the new decree, the finance ministry has been ordered to provide budget for e-NIC roll out process.

“The finance ministry has taken the necessary preparations based on the president’s order. We will act in cooperation with relevant domestic and international institutions in this respect,” finance ministry spokesman Ajmal Abdul Rahimzai said. 

Government has estimated that the electronic National Identity Cards roll out process will cost $101 million USD.
