High Council Funded by Code 91 Until Formally in Budget: MoF

The Afghan government so far has not announced any budget for the newly-authorized High Council of National Reconciliation.

The High Council may receive foreign aid alongside the budget that will be determined for its activities by the Afghan government, according to the political agreement signed between President Ashraf Ghani and Abdullah Abdullah.

A provision of the political agreement states that the High Council of National Reconciliation will consist of political leaders, national figures, representatives of the houses of the parliament, representatives of different political, community, civil society layers and women and youth.

According to the Ministry of Finance, the government will pay the budget for the council from emergency codes until the parliament approves the council as a separate budgetary unit.

The budget of the council in the political agreement:

The High Council for National Reconciliation (the secretariat) is an independent budgetary unit.

• The budget of the High Council of National Reconciliation is funded by Afghanistan’s government.

• The High Council of National Reconciliation receives budgetary support from international sources for better conducting of peace affairs.

• The implementation and spending of the budget is in the full authority of the head of the High Council of National Reconciliation and is not exempted from assessment.

“The creation of a separate budgetary unit according to the law requires the approval of the parliament, therefore, no budget will be considered for it unless the parliament approves it as a separate budgetary unit, however, their requirements will be completed thorough the emergency codes,” said Shamroz Khan Masjidi, a spokesman for the Ministry of Finance.

“Of course, a huge amount of money will be flown to Afghanistan for peace from the international community, but the question is how the peace council will collect and spend the money," said Qais Mohammadi, an economic expert.

Abdullah’s spokesmen have so far not provided any details about the funding of the council.

During the National Unity Government (2014-2020), the Office of the Chief Executive had an Afs800 million budget. Abdullah Abdullah as the chief executive officer had the authority to use 30 percent of the money from code-91, an emergency fund.
