An explosion happened outside an educational center in Pul-e-Khoshk area of Dasht-e-Barchi in the west of Kabul on Saturday evening, killing 18 people, the Ministry of Public Health said.
 
The ministry said 48 others were wounded in the explosion. 

The talks on the procedural rules continue between both sides of the Afghan peace negotiations, a spokesman for the High Council for National Reconciliation Faraidon Khwazoon said on Saturday as violence continues to take lives of Afghans in large numbers.

Khwazoon said the meeting on the agenda of the negotiations are expected soon.
