The Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, Martin Griffiths said that he was told by people he met in Afghanistan that the “Taliban authorities” are in process of producing guidelines” that will effectively be the way which the edict is intended to work and that the guiltiness will be forthcoming by March.
