Mawlawi Kabir Calls for Kabul's Participation in Moscow Format

Mawlawi Abdul Kabir, the deputy prime minister for political affairs, during his meeting with Zamir Kabulov, Russia's special envoy for Afghanistan, requested formal membership of Afghanistan in the Moscow format meeting.

According to a statement from the Arg, Zamir Kabulov emphasized the continuation of Moscow's relations with Kabul during the meeting and added that Moscow wants Afghanistan’s seat in the United Nations to be assigned to the Islamic Emirate.

“The deputy prime minister for political affairs of the Islamic Emirate emphasized Afghanistan becoming an official member of the Moscow Formation,” said Mohammad Hassan Haqyar, the director general of Press and Protocol of the Political Deputy of the Prime Minister.

According to Haqyar, the Russian special envoy for Afghanistan also emphasized that Russian investors are keen on investing in Afghanistan.

“In the meeting, which was also attended by Russia’s ambassador to Kabul, Zamir Kabulov said that Russia wants Afghanistan’s UN seat to be assigned to the Islamic Emirate. Positive relations between Kabul and Moscow were also discussed in the meeting,” he said.

On the other hand, the spokesman for the Ministry of Interior stated that the acting minister of interior, Khalifa Sirajuddin Haqqani, met with the Russian special envoy for Afghanistan and discussed political and regional issues.

“Such meetings and visits benefit both sides and Afghans will reach the real discussions, and problems will be addressed through negotiations,” said Amanullah Hotaki, a political analyst.

“The visits of these people from China and Russia are done for the sake of gaining intelligence,” said Sayed Akbar Agha, another political analyst.

Zamir Kabulov, Russia's special envoy for Afghanistan, has also previously visited Kabul several times.

Fighting terrorism, economic issues, and the nature of relations between Kabul and Moscow are among the main issues focused on during the envoy’s visits to Afghanistan.
