Residents Up-In-Arms Over Stoppage Of Work On Roads

Work on the road in front of Police Colony in PD4 in Kabul city started two months ago. However the road is far from complete and work has stopped completely, due to winter having arrived. 

The road leads to a number of hospitals and private higher education institutions.

There are many other roads which are in extremely bad condition after reconstruction work stopped abruptly. 

The Parwan-e-Se road is another example. After work on the road stopped it is in very bad condition. 

“They (relevant government organizations) are lying. People inhale the dust which is produced by this road under construction. This project was started late and is going very slow,” said Rahmatullah Ahmadi, a resident of Kabul.

Another road which is under reconstruction is the Tahye Maskan road to Sarai Shamali circle in PD4.

“People cannot get to Sarai Shamali even in one hour while it is a short distance. The people living in this area have cars but they cannot get their cars out because the road is under reconstruction. This project will end in one week if they want to work, but they are not working (properly),” said Murtaza, a resident of Kabul.

Meanwhile, Kabul Municipality’s spokesman Abdul Jalil Sultani said procurement processes are the main reason for the delay in road projects in the city.

“We don’t have the permission to start work (on a road project) until the procurement process is completed based on the law. Therefore, projects which have gone through a long procurement process were started late and part of their work will be left for next year,” he said.

The National Procurement Authority recently said in response to similar problem that the delay occur due to problems the documents the office receives from relevant government organizations.
