Some political analysts have said that if the national unity government (NUG) does not hold a Loya Jirga to amend the constitution, then it will not be valid from the end of this month.
Meanwhile, the commission overseeing the implementation of the political agreement states that some articles of the agreement have been broken and insist that the NUG is valid for five years.
But political analysts raised their concerns and said the NUG agreement is only valid for two years.
According to the NUG agreement, parliament and district council elections were supposed to have been held within these two years and that a Loya Jirga to bring amendments to the constitution should also have been held.
Mohammad Natiqi, head of the commission overseeing the implementation of the political agreement said: "There is no issue regarding the legitimacy (of the NUG). According to the law the NUG is valid for five years. However, the main criticism is why has the NUG not fulfilled issues promised in the political agreement."
Despite this, political analysts said the NUG's legitimacy will be questioned after completing its two years, which is mentioned in the accord.
"We will face a big challenge in the near future when the NUG's period will finish, according to the accord; and that question is will the NUG still be valid or not? Unfortunately this is a big challenge for us," said Hamid Sabori, a political analyst.
The NUG has been established based on the agreement signed by its leaders. In these two years, they should have amended the office of the CEO to that of a Prime Minister's position.
Tahir Hashime, a university lecturer said: "As the NUG came to be through a political agreement, the constitution lost its value."
The full implementation of the accord was the priority of the NUG, but the leaders failed to fulfill their commitment which resulted in the recent tension between them.
Ahmad Wali Massoud, director of Ahmad Shah Massoud Foundation said: "The NUG is legitimate because of the political agreement which will finish after two years. Unfortunately they have not implemented even one article of it. Now because of the Brussels Summit they say that we will do this and that.
But I believe they would not do anything as they have not done anything over the past two years. It seems the country will be in a crisis."
Moreover, it is not known when the parliamentary or district council elections will be held.
