People with Disability Complain about Lack of Payments

On the International Day of People with Disability, some people from the community complained about what they call a stop in their annual payments.

They asked the Islamic Emirate to pay their salaries and grant them required facilities.

Homaira, a 40-year-old woman with disabilities in her arms and legs, said she has not received her payment for the past two years.

“They should pay our salaries on time. It has been two years that they are telling us that go to Qara Bagh, or human resources,” said Homaira.

The Ministry of Martyrs and Disabled Affairs said that the previous cards of persons with disabilities are invalid and that new cards will be distributed to them.

"We called about 80 people today. They came here, and we printed cards for 25 of them. They got their cards, and their documents have been addressed. Their process has been completed,” said Shukrullah Oria, head of the database center of the Ministry of Martyrs and the Disabled.

"At least 120,000 people with disability received their six-month payment for the current year, and those people who have issues can contact the ministry and the relevant directorate, but overall we do not have any specific problems. One issue is that some people do not have a disability or a bank card,” said Mufti Faisal, head of publications of the Ministry of Martyrs and Disabled.

Some of the people with disability who gathered near to the ministry to get new cards provided by the ministry asked the Islamic Emirate to pay their salary as soon as possible.

“I had job in the previous government. They were giving me 5,000 per month. Last year, I received 30,000 for six months. I did not receive the salary for the next six months. This year, I also received 5,000 AFN per month,” said Amir Mohammad, a disabled person.

"We came here because they are distributing new cards for us. The process is very clear and there is no disturbance,” said another disabled person.

According to the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), 15% of Afghans are estimated to be disabled.

“An estimated 15% of the population of Afghanistan is living with a disability. They are disproportionately affected by crises and face more barriers in accessing aid and services. Disability-inclusive humanitarian action is a priority at every level of the response in Afghanistan,” OCHA tweeted.

Following the re-registration of the disabled and the families of martyrs, half a million martyrs families and disabled have been registered in Afghanistan, the organization said, adding that 150,000 of them are people with disablity.
